Action Against Hunger (ACF) is an international humanitarian organization committed to fighting hunger and malnutrition in more than 50 countries. Its work combines operational interventions, local capacity building, partnerships with civil society, and advocacy to influence public policy.As part of its International Strategic Plan (ISP3 – 2021-2025), ACF is implementing the regional Confluences program, supported by the French Development Agency (AFD) through the CSO Initiative – Multi-Year Partnership Agreement (CPP) mechanism.
ACF wishes to recruit a consultant or a consulting firm to carry out the final external evaluation of the Confluences – Phase 2 program, covering the period September 2022 – August 2026.This final evaluation aims to analyze all the results, effects and learnings of the program over its four years of implementation, in a logic of accountability, organizational learning and strategic capitalization.
Overall objective: To provide ACF, its partners, and the donor with a comprehensive, independent, and documented analysis of the results, impacts, and partnership dynamics of the Confluences program, in order to guide the exit strategy, the sustainability of achievements, and future strategic partnerships.Specific objectives: • Measure the overall performance of the program according to the OECD-DAC criteria; • Analyze the relevance, effectiveness, efficiency, impact, coherence, and sustainability of the interventions; • Assess the integration of cross-cutting dimensions (gender, advocacy, partnership, governance, youth, climate); • Analyze the evolution of the governance model and the ACF-CSO-AFD partnership; • Formulate operational and strategic recommendations for the future. The consultant or firm must demonstrate:
• Solid experience in evaluating humanitarian and/or development programs;
• Proven expertise in nutritional security, health, health systems, or related fields;
• Proficiency in participatory and gender-sensitive approaches;
• Excellent analytical, facilitation, and writing skills;
• Fluency in French;
• Good understanding of donor requirements, particularly those of the French Development Agency (AFD);
• Familiarity with the West African and Malagasy context will be an asset.

• References and examples of relevant past services;
• An estimate of the financial offer.

Submission deadline: March 26, 2026 at 5:00 PM GMT Expressions of interest will be reviewed by the relevant team at ACF, and a shortlist of 4 to 6 successful bidders will be issued and shared. These shortlisted candidates will then be invited to participate in a call for proposals, during which they will be asked to submit a detailed offer.
