Background

The Consultant will provideThe African Union Inter-African Bureau for Animal Resources (AU-IBAR) is a specialized technical office of the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC). AU-IBAR’s mandate is to support and coordinate the utilization of livestock, fisheries and wildlife as a resource for both human well-being and economic development in the African Union member states (AU-MS) and Regional Economic Communities (RECs).
This mandate is delivered in line with the AU-IBAR programme priorities through various projects. In the course of project implementation,  both technical & operational procurement services, managing end-to-end procurement (goods, services, works) in line with AU regulations.”

Responsibilities 

  1. Provide support in the management of end – to – end procurement activities from planning to contract award.

  2. Assist in developing, executing, and administering complex procurements for diverse works, goods and services in accordance with African Union Regulations and internally accepted standards and procedures.

  3. Provide procurement expert advice on wide ranging and complex technical and other issues relating to institutional procurement.

  4. In consultation with Business Units, reviews the type of work, goods and services required and recommends appropriate procurement strategy and methods.

  5. Monitor and track the Implementation of the Annual Procurement Plan in close collaboration with Business Units.

  6. Provide advice and guidance to Business Units concerning development of specifications for acquisition of goods or related services including preparation of price estimates on procurement requests for non-standard items.

  7. Conduct market research and analysis to inform procurement decisions.

  8. Collaborate with Business Units to facilitate smooth procurement operations.

  9. Prepare solicitation documents for goods, work and services to be procured using appropriate methodologies.

  10. Carry out the procurement process, including pre-bidding conference, evaluation of bids, post-qualification and recommendation for award in line with African Union’s Procurement procedures.

  11. Prepare and present procurement cases to the relevant authorities for approval.

  12. Coordinate contract negotiations, ensuring adherence to the procurement policies and obtaining value for money.

  13. Monitor supplier performance and contract compliance, addressing any issues proactively.

  14. Track orders to ensure prompt delivery of services.

  15. Provide input on periodic reports and statistics on procurement activities such as purchase orders.

Qualifications

  1. A minimum of a Master’s Degree in Management, Procurement or Supply Chain Management, Finance and Accounting or Public Administration, Business Administration or Law or any other relevant field including training in procurement or related subject, or equivalent by experience.

  2. Good knowledge of standard procurement methods and procedures following UNCITRAL model / Public Procurement disciplines. Specific knowledge and experience in the AUC procurement procedures will be a distinct requirement.

  3. At least 7 years of relevant work experience in Procurement, Logistics, Warehousing or Supply Chain management.

  4. Understanding of fundamental procurement principles. Understanding of EU and AUC procurement procedures and documentation would be an added advantage.

  5. Record of familiarization of institutions and mandates, procurement procedures and documentation of AU-IBAR, AUC or RECs would be an added advantage.

  6. Good knowledge of procurement processes, challenges and lessons on the continent.

  7. Teamwork: Demonstrated ability to work in a multicultural environment and good interpersonal skills.​

Area Manager Centre (Tete) Mozambique

Background

The Area Manager is responsible for the strategic coordination, operational oversight, and informed implementation of all WeWorld’s projects in Tete and surrounding areas. S/he ensures coherence across project interventions, oversees support functions at field level, and represents the organization with local authorities, partners, donors, and humanitarian coordination structures. The role requires close collaboration with the Head of Programmes, Country Representative, Head of Support Services and project managers.

Responsibilities 

  1. Lead the strategic planning and implementation of projects in Tete, aligned with WeWorld Mozambique’s country strategy

  2. Ensure harmonization and synergy among ongoing projects, especially in peacebuilding, early recovery, and resilience-building

  3. Actively contribute to the development of new proposals, providing context analysis and operational insights

Qualifications

  1. Bachelor’s Degree / First Level Degree or equivalent foreign qualification relevant to the reference sector (e.g. Political Science and/or International Cooperation, Agricultural and Forestry Science and Technology, Tropical and Subtropical Agricultural Science, Agricultural and Food Science and Technology, Economics, Environmental Science) accompanied by at least 3 years’ experience in the same sector

  2. Bachelor’s Degree / First Level Degree or equivalent foreign qualification in another sector accompanied by at least 5 years’ experience in the reference sector (Agriculture, Food Security and Rural Development).

  3. Good knowledge of the policies and procedures of major international donors (EU, AICS, UN, etc.)
